New Year’s has a bad reputation as the most dangerous holiday to be on the road. While more total fatalities actually occur during other holiday periods, an average of 42% of New Year’s traffic fatalities are alcohol-related – a higher percentage than any other holiday period.

Ultimately, it’s each of our responsibility to decide not to drink and drive, and to encourage others to do the same. But it’s not always easy to speak up! Here are some tips to help you think through how you can help friends and family members make safe driving decisions this holiday season.

Make a Plan

Often, planning ahead can prevent drunk driving from ever becoming an issue at your social event.

  • Designate a driver before the drinking starts.
  • If you’re not sure everyone will be willing to stick to the plan, consider having everyone give up their car keys in advance.
  • Choose to take a cab or public transit in advance. Some cities offer free public transit on New Year’s Eve.
  • Discuss where everyone in your group will be staying that night.
  • Look into safe ride programs in your area.

But sometimes situations arise that you hadn’t anticipated. Maybe you meet up with people who didn’t arrive with you and don’t have a safe way to get home, or maybe someone wants to change the plan at the last minute.

In these situations, we know we’re supposed to speak up – but that can be hard to do!

You’re Not the Only One Worried

When somebody who seems drunk is getting ready to head out to their car and leave an event, and nobody else seems concerned, it’s tough to bring yourself to say anything about it.

While it might seem like you’re the only one thinking about it, others in your group are probably experiencing a similar dilemma. Think about how you’d feel if one of them spoke up at that moment. Relieved? Grateful? Others in the group will probably feel the same way, and may even voice their support and help make alternative suggestions.

What Will You Say?

Sometimes a simple “Hey, let me call you a cab” or offering them a couch to sleep on is enough to deter them. But other times, the person might continue to insist on driving. They might say things like…

  • I’m fine now.
  • It’s just a short drive.
  • I never get pulled over.
  • I won’t hurt anyone.
  • I’ve done it before and it’s always fine.
  • You don’t know me, you can’t tell if I’m drunk or not.

You can

  • Suggest a more appealing alternative. Offer to wait for the cab with them, or suggest an activity you can do if they stay at your house. If others are also staying, point that out!
  • Have a private conversation. If you’re close friends with the person, you may have better success taking them aside and speaking with them privately. If you don’t know them well, try discreetly asking their friends to talk to them.
  • Be as non-confrontational as you can. Embarrassing the person will probably make them less willing to back down.
  • Remind them that you care. You don’t want them to get in trouble with the law or hurt themselves or others. Is the convenience of driving home really worth the possible consequences?
  • Enlist a friend. If you’re not having success convincing them by yourself, grab a friend of yours or theirs to help you – it’ll be harder for them to say no to more than one person
  • Remind them of how their decisions impact you or others. Many states have social host laws, which make a host who furnishes alcohol to guests liable for some or all guests’ actions. Be familiar with your state’s laws and know whether you or your host could be held responsible for damage or injury caused by a drunk driver leaving your gathering.

But if they won’t listen, what will you do next?

Last Resorts

Many resources suggest taking or hiding the person’s keys, and in particular, suggest doing so while they’re distracted so they’ll think they just misplaced them. But if the person is already trying to leave, this may not be possible.

This Mothers Against Drunk Driving brochure suggests letting the air out of their tires, or even moving the car yourself if you have not been drinking. However letting the air completely out of the tires could damage the wheels, making you liable for the damage, and moving the car without the owner’s permission could be considered unauthorized use of a motor vehicle.

Instead, we suggest being ready to report the drunk driver to your local police department. You can let them know that you don’t want to have to call the police, but that you will if they get behind the wheel.

Be prepared to follow through. Whether you call 911, your local police department, or a state hotline, you’ll need to provide…

  • A complete description of the vehicle. Include the make, model, and color of the car, and the license plate number if you have it available.
  • The location of the vehicle, including a street name and a cross street.
  • The vehicle’s direction of travel.

Don’t take any action that could compromise your own safety, like trying to detain the driver or stop the vehicle, and never get into a vehicle with a drunk driver.

Along with fun and festivity, the holiday season brings unique driving hazards and challenges. Here are some tips to help you stay safe on your holiday travels!

Tie Trees Securely

If you’ve ever driven behind a Christmas tree-toting car, you’ve probably wondered just how well that tree is tied down. Records of how many Christmas trees fall off cars and how many crashes they cause are not kept, but vehicle-related road debris is estimated to cause more than 25,000 crashes per year.

A German automobile club conducted crash tests showing that a Christmas tree tied to the roof of a car traveling at just 31 miles per hour can fly forward with enough force to go through the rear window of another car, or seriously injure a pedestrian if the car stops suddenly. If that doesn’t sound too bad, check out the crash test video.

You don’t want to cause an accident or lose the tree you chose so carefully, so make sure you’re prepared to take it home with you!

  • If you’re purchasing a tree from a tree lot, they’ll likely have twine available for you to use, and may even tie your tree down for you.
  • If you’re heading to a remote location, you’ll need to bring sturdy rope or twine and tie down your tree yourself.
  • Use multiple pieces of twine or rope rather than one long piece, so that if one portion fails, the rest will not be compromised.
  • If you’ll be traveling a long distance or at high speeds, securing the tree from more than one direction using ratchet straps is your best bet.

Don’t forget a tarp to prevent the tree from scratching up the paint on your roof!

Don’t Drive Drunk… Or Hungover

You probably already know the dangers of drunk driving, but you may not have considered how that hangover the morning after your holiday party could affect your driving abilities.

Two studies released earlier this month found that the effects of heavy drinking on driving continue even after blood alcohol concentration has returned to zero. When hungover, participants in the study had a level of driving impairment similar to someone with a BAC of .05%.

This news is consistent with everything we already know about how distraction and fatigue affect driving ability. Whether or not you were drinking the night before, always assess your mental and physical condition before driving. If you’re not fit to drive, it may be best to postpone your plans or ask someone else to drive.

Also remember to be on alert for erratic drivers who may be impaired, particularly during the early hours of weekend mornings.

Think Twice Before Idling

You may not think anything of starting your car and heading back inside while the windshields defrost and the cabin gets warm. After all, it’s just for a couple of minutes, and it saves you some time. But this habit could put you at risk of a ticket – or worse, getting your car stolen!

“Warm Up” Thefts

The National Crime Prevention Council warns that leaving your car unattended while it warms up is an open invitation for car thieves to hop in and drive away. It’s unclear how common these “warm-up” thefts really are since they aren’t tracked nationally, but we don’t think it’s worth taking the risk!

Anti-Idling Laws

According to the Environmental Defense Foundation, 31 states and dozens of counties and cities in the United States have enacted some kind of anti-idling legislation. Some laws include time limits for idling whether or not the driver is present, often with even shorter limits in school zones. Other laws prohibit leaving a running car unattended for any length of time.

Be sure to check the laws in your state, county, and city – you could actually receive a ticket for this!

Is It Even Necessary?

The Environmental Defense Foundation also reports that modern engines warm twice as quickly while moving rather than idling. Driving also helps the cabin warm up more quickly. Instead of letting your car idle, drive gently and avoid excessive revving for the first few minutes of your journey. Consider scraping the ice off your windows as soon as you are able to, and departing.

Enjoy Holiday Decorations Safely

Many people make it a tradition to tour their local light displays, but it’s important not to let the pretty lights distract you from the task of driving. Whether you’re driving or on foot, make sure you pay attention to the road all around you – there’s a good chance that others on the road won’t be as attentive as they should be!

Drivers should be on alert for pedestrians who are also out enjoying the holiday spirit! Darkness will make it much harder for you to spot them. And before you pull out your smartphone and snap a picture of that light setup you’re admiring, make sure you pull over in a safe, legal place.

If you’ll be walking, grab a flashlight before heading out, or wear reflective clothing to make yourself more visible in the dark. When crossing streets, don’t assume that drivers have seen you and will stop!

If you’ve decided to decorate your car for the holidays, be sure that your chosen adornments are safe and legal. Make sure any wreaths, bows, or reindeer antlers are securely attached and don’t use any electrical decorations during wet weather. If decorations impede the driver’s vision, could be confused with the red and blue lights on an emergency vehicle, or pose any other safety hazard, you could get stuck with a hefty fine, so consider checking with your local police department beforehand.

As the seasons change and the road gets slippery with fallen leaves, rain, and ice, you won’t want to be left wondering whether your tires are in good condition. Fortunately, it’s easy to check the condition of your tires yourself.

Checking and adjusting your tire pressure is key to keeping tires in good condition and avoiding a disastrous tire failure, but many of us overlook it. Here are some tips to help you get familiar with maintaining the proper tire pressure, and how to incorporate it into your car care routine.

Why Does Proper Tire Pressure Matter?

The pressure of the air in your tires changes the way they contact the road. Overinflation makes tires rigid, preventing the whole tire tread from touching the road. This also causes the center of your tire tread to wear down faster and makes the ride feel rougher.

Underinflated tires can cause imprecise handling and premature wear on the tread at the edges of your tires. Underinflated tires may even overheat and fail at highway speeds. According to AAA and the National Highway Traffic Safety Administration, under-inflated tires contribute to more than 600 fatalities and 33,000 injuries every year.

Proper tire pressure can also save you money at the gas pump. The decrease in fuel economy caused by underinflated tires results in more than one billion gallons of wasted gasoline annually in the U.S. alone.

How to Maintain Your Tire Pressure

Find the Correct Pressure

Before you add or remove any air, you’ll need to look up the correct tire pressure for your car. This can be found on a tire and loading information label affixed to your driver’s side door edge, door post, or the inside of your glove compartment. You can also find it in your owner’s manual.

The tire pressure printed on the sidewall of your tires is the maximum air pressure that the tire can take, and probably isn’t the same as the correct pressure for your specific vehicle model. so always rely on the recommendation from your vehicle manufacturer.

Check Your Current Tire Pressure

There are several types of tire pressure gauges available: stick, dial, and digital. Each kind has its own advantages and disadvantages, but most are operated in the same way. Unscrew your tire valve cap, line up the gauge with the valve, and press the gauge down onto the valve to get a reading.

Don’t forget to check your spare tire too! Many spare tires have higher pressure recommendations than regular tires, so make sure to check your owner’s manual or the tire information label.

It’s best to check your tire pressure and add or remove air only when the tires are cold – this means that they have not been driven on for at least three hours. As you drive, the air in your tires heats up, and the pressure rises. Even driving as little as a mile can make a big difference.

Add or Remove Air

If the pressure reading is higher than the recommended level, let out some air. Some tire gauges have a small metal peg, often on the reverse side of the gauge attachment, which you can press into the air valve to let some air out. Alternatively, you can use a fingernail or the tip of a pen. Don’t release or “bleed” air when your tires are warm! You may release too much air, causing your tires to be underinflated.

If the pressure reading is lower than the recommended level, you’ll need to add some air to your tires. In California and Connecticut, gas stations are required to provide free compressed air. In other states, you may encounter coin-operated machines.

If you must drive to access compressed air, check and record your tire pressure first, and note how many pounds of air pressure you need to add to reach the recommended level. When you are ready to add air, check the pressure again, and add the missing pounds on top of that reading. When your tires cool down again, they should read the correct pressure.

After adjusting, recheck your tire pressure again to make sure it’s at the recommended level.

Don’t Rely on Tire Pressure Monitoring Systems

All cars manufactured since 2008 have a tire pressure monitoring system that activates an indicator light on the dashboard when at least one tire is more than 25% underinflated, a severe level of underinflation. This is particularly useful to warn of a rapid loss of pressure due to a puncture or an active leak.

However, many motorists treat this system as a replacement for regularly checking their tire pressure. In a 2007 survey by the Rubber Manufacturers Association, 40% of drivers reported that they wouldn’t check their tire pressure unless their tire pressure indicator light came on – an extremely risky habit.

Tires typically lose one pound of pressure per month just through normal seepage, so it’s best to check your tire pressure monthly and add more air as needed.

As you get ready for fall driving hazards like fallen leaves, icy roads, and sun glare, make sure you also stay alert for deer and other animals on the road. Collisions between vehicles and large mammals like deer are more common in October and November than at any other time of year, according to the Federal Highway Administration.

Wildlife vehicle collisions are severely under-reported, but the FHWA estimates that the total is between one and two million per year, and is increasing by about 6,800 crashes annually.

Here are some tips to help you anticipate animals on the road and reduce your risk of a costly crash.

Know When and Where to Watch Out

According to the New York Times, white-tail deer are the large mammals most often struck by vehicles. Nearly half of all crashes involving this species occur from October to December. Seasonal migrations, mating periods, and hunting seasons all cause more wildlife movement during this time.

Animal vehicle crashes occur most often in the morning, from 5 AM to 8 AM, and in the evening, from 4 PM to midnight. Animals are particularly active near dawn and dusk, which often coincides with peak commute traffic hours.

Most wildlife-vehicle collisions happen on low-volume, high-speed rural roads, which are also likely to be areas with high animal populations. Be particularly cautious in forested areas, where trees and foliage near the roadway could hide an approaching animal. Remember that where you see one animal, there are probably others nearby.

Modify Your Driving

Where animals are likely to be present, remember to reduce your speed to give yourself the best chance of stopping in time to avoid a crash.

Don’t count on deer whistles to deter deer. Although they’ve been in use for decades, the Insurance Institute for Highway Safety reports that they do not affect deer behavior. Instead, it’s best to slow down and scan the area ahead of you continuously for wildlife.

Wear Seatbelts and Helmets

An estimated 179 wildlife-vehicle collisions per year are fatal. While this only represents 0.5% of all fatal crashes, the IIHS reports that many of these fatalities were preventable:

  • 60% of people killed in animal-car collisions were not using safety belts
  • 65% of motorcyclists killed in collisions with animals were not wearing helmets

Don’t Swerve to Avoid an Animal

Most deaths in animal-vehicle collisions were not caused by impact with the animal, but by events that occurred after striking the animal.

80% of fatal animal-vehicle crashes involved only one passenger vehicle or motorcycle:

  • In 38% of these, a motorcyclist fell off the motorcycle after striking an animal.
  • In 36% of these, a passenger vehicle ran off the road and overturned or struck a fixed object after striking an animal.
  • In only 5% of these, the animal went through the windshield of the striking vehicle.

20% involved multiple vehicles:

  • In half of these, the animal became airborne when struck by one vehicle, and went through the windshield of a second vehicle.
  • In the other half of these, one vehicle struck an animal and then collided with other vehicles, or other vehicles also struck the animal and then went off the road.

If an animal darts out in front of you and a crash is unavoidable, the AAA Foundation for Traffic Safety advises applying your brakes firmly and remaining in your lane. Swerving can cause a more serious crash involving hitting other vehicles or fixed objects, running off the roadway, or overturning your vehicle.

What to Do If You Hit an Animal

If you or others are injured, call emergency services for assistance immediately.

Turn on your car’s hazard lights or use emergency road flares to warn oncoming traffic of the animal on the road.

If the animal has been hurt or killed, call the non-emergency number of your local police department. Give the location and condition of the animal, and be sure to state if the animal poses a traffic hazard that could cause additional collisions. The Humane Society advises that quick removal will also prevent scavengers from being attracted to the road.

Can Adjusting Your Side Mirrors Eliminate Blind Spots?

Your rear-view and side mirrors are some of the most important safety tools your vehicle has, allowing you to easily stay aware of the road behind you. Since each driver is different, knowing how to adjust the side mirrors and the rear-view mirror to fit your own point of view each time you get behind the wheel is essential.

Positioning the inside rear-view mirror is pretty straightforward – it should be adjusted so that you can see your entire rear window from the driver’s seat.

But knowing how to adjust side mirrors is a little trickier. As new drivers, many of us were taught to adjust them so that the side of the car is just barely visible in the inside corner of each mirror. This setting has the advantage of providing a continuous field of vision between your rear-view and side mirrors. But in this setting, the side mirrors don’t add much coverage to what you can already see in your rear-view mirror. And you still have a big blind spot on each side of your car. Could there be a different way to position them?

As it turns out, there is. It’s called the Blindzone/Glare Elimination Setting or BGE Setting, developed by the Society of Automotive Engineers in 1996.

This setting has its pros and cons too, so here’s how it stacks up against the traditional setting!

How Does It Work?

The basic concept is to rotate the side mirrors outward to look directly into your blind zones. By doing so, this setting reduces the overlap between your side mirrors and your rear-view mirror and allows you to see more of the total area around you in your mirrors.

This “wide” setting creates four smaller blind spots, which in theory would be too small to hide a car.

An added benefit of this setting is to eliminate headlight glare from your side mirrors during night driving.

How to Adjust Side Mirrors and Rear-View Mirror to the BGE Setting

The Society of Automotive Engineers provides a brochure detailing how to use the BGE Setting, and the radio program Car Talk provides an easily printable step-by-step guide to adjusting your mirrors.

The SAE urges drivers to check that the blind zones are truly eliminated by watching cars as they pass them. A car should appear in your side mirror before it leaves your rear-view mirror, slipping seamlessly from one mirror to the next. Drivers must also use caution as they adjust to the new setting.

Which Setting Is Better?

Proponents argue that the BGE Setting should allow you to check your “blind spot” with just a glance in your side mirror, eliminating the need to take your eyes off the road in front of you to look over your shoulder.

But since motorcycles, bicycles, and pedestrians can still be hidden in these smaller blind spots, setting your mirrors “wide” cannot replace turning your head to look over your shoulder.

Furthermore, the BGE Setting may not always be appropriate, for example when your rear window is blocked by cargo. This setting may also prevent you from seeing into the blind spot directly behind your car, which may be quite large in some newer cars and trucks.

Rear-end collisions are the most common type of motor vehicle crash in the United States. The National Highway Traffic Safety Administration reports that these collisions, in which one vehicle strikes the back of another vehicle, represent nearly a third of all crashes. While few are deadly, they are a major cause of injury and property damage.

New crash avoidance technologies such as forward-collision warning systems and autonomous braking systems are becoming more widespread, and show significant potential for helping to reduce crashes. According to the National Transportation Safety Board, 90% of rear-end collisions could be avoided with just one extra second of warning time.

But such systems are no substitute for attentive, alert driving. Here are four common sense tips that can help you avoid a costly crash!

1. Maintain a Safe Following Distance

Whether you’re on highways, city streets, or rural roads, it’s important to keep a safe distance between your car and the car in front of you. A safe following distance will allow you to perceive the car in front of you braking, put your foot on your brake, and stop the car safely.

The National Safety Council and several state DMVs now recommend using the three-second rule to judge your following distance during normal daytime driving conditions:

  • Choose an object on or near the road ahead to use as a fixed reference point, like a sign, a tree, or an overpass.
  • As soon as the rear end of the vehicle in front of you passes the object, start counting: one thousand one, one thousand two, one thousand three.
  • If you pass the object before you finish counting, you are following too closely.
  • If you finish counting before you pass the object, you have established a good following distance.

The California DMV provides a quick guide on how to count out the three-second rule.

2. Increase Your Following Distance When Necessary

Depending on road conditions, three seconds might not be enough. Road conditions can make it harder to perceive hazards and harder for your brakes to stop your car safely. The California DMV recommends increasing your following distance to four or more seconds when:

  • Driving on slippery roads. Roads can become slippery due to rain, snow, and ice. As fall continues, be sure to watch for fallen leaves which can become especially slippery when wet.
  • Driving in low visibility. You should always increase your following distance in the dark, but seasonal weather conditions can contribute to low visibility even in the daytime. Fog, rain, and snow often limit how far you can see. Make sure your wiper blades are in good condition, and consider using a water-repellent windshield treatment. On sunny fall and winter days, glare from the sun’s low angle can temporarily blind you. Have your sunglasses at the ready, and keep both the inside and outside of your windshield free of dust and smudges for the best visibility.
  • Being tailgated. If you notice a vehicle following you too closely, give yourself extra room ahead so that you won’t need to brake suddenly. Lose the tailgater as soon as you safely can by letting them pass you.
  • Following a large vehicle that blocks your view of the road ahead. Hanging back will give you better visibility, and keep you out of that vehicle’s blind spots.
  • Following a vehicle that may stop frequently, such as buses, garbage trucks, or postal service vehicles. Vehicles like these may also be required to stop at railroad crossings or other unexpected locations.

3. Be Aware of Your Surroundings

Scanning the road ahead of you is essential, but you should also be alert to road conditions at your sides and behind you. If you encounter an unexpected situation – debris in the road, a stalled car, an accident, or an emergency vehicle approaching from behind you – you’ll have alternative options besides slamming on the brakes, such as speeding up, changing lanes, or turning.

  • Get into the habit of checking your mirrors frequently as you drive. Always look in your mirrors before you reduce your speed, including when you’re preparing to make a turn onto a side road or driveway.
  • Do not stay in another driver’s blind spot, and avoid driving directly next to other vehicles. The other driver could drift or change lanes without looking and hit you, and you could get boxed in with nothing else to do but hit the brakes if you encounter a hazard in your lane.
  • When you come to a stop, leave enough space between your car and the vehicle in front of you to be able to change lanes or pull over to the side of the road if necessary.

4. Be Predictable

Letting other drivers know your intentions is crucial to staying safe. It can be irritating when drivers suddenly change lanes without signaling or slow abruptly to make a turn – but worse, maneuvers like these put everyone at risk of a crash.

  • Rather than stopping suddenly, slow gradually when approaching a stop sign, red light, or when preparing to turn.
  • Activate your turn signal in plenty of time for your turn or lane change.
  • Check your signal lights frequently to make sure they are in good working order. Make sure to include your headlights, brake lights, and turn signals in the front and rear.

Since you can’t predict what other drivers will do, using these tips to keep a “space cushion” around your vehicle will give you more time and more options to react to unexpected situations.

With so many children and families trick-or-treating after dark on Halloween night, it comes as no surprise that pedestrians under the age of 18 have a greater chance of being killed by a car on Halloween than on any other day of the year.

While it has long been suspected that Halloween is particularly dangerous for young pedestrians, statistics on the subject have only recently become available.

State Farm partnered with researchers at Sperling’s BestPlaces in 2012 to analyze 20 years’ worth of data from the National Highway Traffic Safety’s Fatality Analysis Reporting System.

The study also revealed more information about the types of risks that children face on Halloween night:

  • Nearly a quarter of fatal child pedestrian crashes occurred between 6:00 PM and 7:00 PM, the “deadliest hour” of Halloween night. More than 60% of these crashes were concentrated between 5:00 PM and 9:00 PM, popular trick-or-treating hours.
  • Over 70% of the crashes occurred mid-block rather than near an intersection or crosswalk.
  • Older children between ages 12 and 15 represented the most fatalities, followed by children ages 5 to 8.
  • Almost a third of the crashes involved a young driver between the ages of 15 and 25.

As you get ready to enjoy your Halloween festivities, make sure to stay alert and drive carefully! Keep the following tips from the National Safety Council and WalkingInfo.org in mind:

  • Watch for children where you might not normally expect to see a pedestrian – darting out from between parked cars, and walking on roadways, curbs, and medians.
  • Drive slowly and enter or exit driveways and alleys carefully.
  • Children are smaller and harder to see than adults.
  • Children may not be able to see your car over bushes or parked vehicles, and may have difficulty judging speed.
  • If you have children who will be trick or treating, review pedestrian safety with them every Halloween.

This is the second post of a two part series on pedestrian road safety.

Many are blaming the recent increase in pedestrian fatalities on distracted walking. While it’s important to address this newly emerging issue, there are many other risk factors for pedestrians, and there may be better opportunities to improve pedestrian safety.

What Puts Pedestrians at Risk?

Location

According to the Insurance Institute for Highway Safety, 73% of pedestrian deaths in 2011 occurred in urban areas, up from 59% in 1975.

Pedestrian crashes can also be broken down by where on a street they occur. As reported by the National Highway Transportation Safety Administration

  • 32% of pedestrian crashes occur within 50 feet of an intersection.
  • 26% of pedestrian crashes occur in the middle of a block.
  • 15 to 25% of pedestrian crashes are estimated to take place in parking lots or driveways.

The most common scenario for pedestrian crashes involves a pedestrian crossing in front of a passenger vehicle traveling straight.

According to a report by Smart Growth America, the incorporation of pedestrian needs into street design makes a significant difference in pedestrian safety.

  • Pedestrian crashes in places without sidewalks only represent 7% of total pedestrian crashes, but crashes are more than twice as likely to occur in these locations.
  • More than 40% of pedestrian fatalities occur where no crosswalk is available.
  • Over half of pedestrian fatalities occur on arterial roadways, high-capacity roads designed to be wide and fast.

Vehicle Speed

The risk of severe injury and death for a pedestrian struck by a vehicle increases dramatically as the speed of the vehicle increases, as seen in the graphs below.

This makes streets where pedestrians are exposed to vehicles traveling at high speeds especially dangerous.

Alcohol Impairment

According to the NHTSA pedestrian safety report, alcohol involvement for either the driver or the pedestrian was reported in 48% of all crashes resulting in pedestrian fatalities. 35% of pedestrians involved in these crashes had a BAC of .08 or higher, while only 13% of drivers did.

Who Has the Greatest Risk?

Children and Teens

Safe Kids Worldwide reports a 53% decline in fatality rates and a 44% decline in injury rates for pedestrians under the age of 19 over the past 15 years.

The IIHS suggests that this trend may be related to an overall decline in walking, particularly among children, during the past several decades. Improvements in traffic engineering may have also helped to reduced injury and fatality rates.

But just like for the general population, child pedestrian fatality and injury rates started to increase again in 2010, and the age group with the highest risk for pedestrian injuries and fatalities has shifted from children ages 5 to 9 to teens ages 16 to 19. Walking while distracted is more common among older teenagers than younger kids, and may be a contributor to this change.

In general, children are overrepresented in crashes involving pedestrians running or walking into the street.

Older Pedestrians

Pedestrians age 65 and older accounted for 19% of all pedestrian fatalities in 2011, and the fatality rate for older pedestrians is higher than for any other age group, according to the NHTSA’s recent report on pedestrian safety.

Older pedestrians were also overrepresented in crashes involving turning vehicles, and in those in which the driver committed a moving violation.

Male Pedestrians

According to the IIHS, male pedestrians are killed more often than female pedestrians across all age groups, but the reasons for this difference are not known. In 2011, 70% of pedestrians killed were male, a proportion that has remained steady since 1975.

Potential Solutions

Further Study

We currently have information on the total numbers of pedestrian fatalities and injuries, but we don’t know much about how many fatalities and injuries occur per pedestrian, per mile walked, or per number of walking trips made. This makes it difficult to compare pedestrian fatality and injury rates over time or between different locations.

We need to gather more information about our walking behavior so that we can identify the real reasons behind the recent increase in pedestrian fatalities.

Complete Streets

Streets in the United States tend to be designed with cars in mind rather than bicyclists or pedestrians. Smart Growth America reports that In Germany and the Netherlands, where “complete streets” are more common, bicyclist and pedestrian death rates per kilometer traveled are two to six times less than in the United States.

“Complete” streets include pedestrian safety countermeasures such as wide sidewalks, raised medians, safe bus stop placement, bike lanes, and raised crosswalks. Many of these additions also serve to calm traffic.

Promoting Walking

While one might think that more pedestrians and bicyclists on the road might mean more crashes, a revolutionary 2003 study revealed that the opposite is true. The increased presence of pedestrians and bicyclists actually seems to make drivers more cautious and more attentive, making the road safer for everyone. This idea, known as “safety in numbers,” places the burden of sharing the road safely on drivers, not just on pedestrians and bicyclists, and suggests that we actually need to encourage more people to walk to make walking safer.

What You Can Do

As a driver, watch carefully for pedestrians and follow speed limits, especially as the days grow shorter and winter weather conditions bring low visibility. Be especially aware on Halloween, the highest risk day of the year for young pedestrians.

As a pedestrian, walk on sidewalks whenever they are available, and if there is no sidewalk, walk facing traffic and as far away from traffic as possible. Be predictable by obeying signs and signals, and be alert for drivers who may not see you.

Many organizations offer resources to help you start walking and improve pedestrian safety in your area.

This is the first post of a two part series on pedestrian road safety.

Since 1975, annual pedestrian fatalities have decreased by 41%, from about 7,000 down to less than 5,000 in 2011. But a National Highway Traffic Safety Administration study released last month revealed that pedestrian fatalities are on the rise again. Total pedestrian fatalities increased by 3% in 2011, following a 4% increase in 2010.

Many are blaming the uptick in pedestrian deaths on people walking while distracted by cell phones and other mobile devices. But could distracted walking be a real traffic safety problem? How concerned do we actually need to be?

It Seems Ridiculous, But…

We’re used to seeing distracted walking mishaps in a humorous context, so it can be hard to imagine that this could be a real safety issue.

Pedestrians using cell phones have been caught on camera falling into fountains, stumbling onto subway tracks, and tripping down stairs. One Los Angeles texter even walked right up to a bear.

A series of public service announcements sponsored by StopTextsStopWrecks.org also treats distracted walking as an embarrassing but essentially harmless occurance, as a contrast to the deadly consequences of distracted driving. The ads warn that “Not everyone should text and walk,” but “No one should text and drive.”

But as silly as it might seem, studies show that distraction actually does have a real effect on how safely we walk.

Distraction Makes You Worse at Walking

Walking seems automatic and natural, but a study from Stony Brook University’s physical therapy department found that talking and texting on a cell phone actually made walking more difficult.

Participants in the study were shown a target on the floor, and were asked to walk to the target with their vision obstructed. A week later, the participants returned to complete the same task again. With their vision obstructed except for the ability to see a cell phone, one third completed the same task, one third completed the task while talking on the cell phone, and one third completed the task while texting.

Participants walked significantly more slowly and less accurately while using a cell phone to text or talk, indicating that brain areas controlling executive function and attention are just as necessary for walking as they are for driving.

More Distracted Walking Injuries Treated in Emergency Rooms

According to a study released this summer by the Ohio State University, more than 1,500 pedestrians were treated in emergency rooms for injuries related to cell phone use while walking in 2010 alone.

The number of such injuries has more than doubled since 2005, while overall pedestrian injuries actually dropped during this time.

Distracted pedestrians ages 16-25 were the most likely to be injured. Talking on the phone accounted for 69% of injuries, compared to texting, which only accounted for 9%. But researchers caution that this is because fewer pedestrians text while walking, not because this behavior is actually safer.

Impact and Solutions Not Yet Known

According to the National Highway Traffic Safety Administration, we still don’t know how distracted walking may be affecting overall crash statistics, and it’s not clear what solutions could be effective. While some education efforts have taken place, such programs have not yet been formally evaluated.

New York State Senator Carl Kruger has tried several times to ban the use of cell phones, iPods, and other mobile devices by pedestrians crossing the street in major cities. Arkansas State Senator Jimmy Jeffress introduced a bill in 2011 to prohibit pedestrians and cyclists from wearing headphones in both ears. Bicyclists are already banned from wearing headphones in both ears in California. But so far, no pedestrian-focused mobile device ban has become reality.

Even so, you can still take actions to stay safe. Keep your eyes off your mobile device and focused on your surroundings, especially near intersections. You can even consider finding a safe place to stop while you send your text message, or pausing your phone conversation while you cross the street.

Looking Beyond Distraction

While distracted walking has received a lot of attention recently, it’s not the only contributor to pedestrian fatalities or even the most serious factor.

This is the second post of a two part series on the ongoing driving decline in the United States.

The recent decrease in driving is nearly unprecedented in American history, and has already lasted even longer than the decline experienced during World War II, when vehicle travel was limited by societal disruption and gasoline rationing.

The economic and demographic changes behind the current decline are only expected to become more pronounced in the future, so it’s time to start considering the impact this trend may have. How will the decline affect driving in the United States during the coming decades?

Effects of the Driving Decline

Reduced Gasoline Consumption

Gasoline for transportation makes up 45% of America’s total oil consumption, so changing transportation trends could have a significant impact on our international trade relationships and on the environment.

As a result of stagnant driving levels and improving fuel efficiency, gasoline consumption for transportation hit a 10-year low in 2011. This helped to bring total U.S. petroleum imports to their lowest level since 1995, and reduced carbon dioxide emissions to 1999 levels. Gasoline consumption is already expected to decline further as a result of continued improvements in fuel economy, and could be pushed even further down as miles driven decreases.

As the U.S. PIRG report suggests, decreased gasoline consumption presents an opportunity to reduce the national security challenges and economic issues associated with oil dependence on other nations, and to reduce air pollution, a major public health hazard.

But if we’re purchasing less gasoline for our cars, that also means…

Reduced Revenue from Gasoline Taxes

Every state collects taxes and fees on gasoline, which are intended to cover the costs of highways and driving. However, revenues from the gasoline tax are already insufficient to cover these expenses. In 2010, the revenue brought in from gas taxes comprised only 62% of total highway spending by all levels of government, with the rest coming from general taxpayer dollars.

Reduced gasoline use will diminish this main source of transportation funds even further. Making up the gap between gas tax revenues and the costs of necessary maintenance would require increasing state and federal gas tax rates by 53 to 58 cents per gallon or a per-mile fee on driving of about 3 cents per mile. In the scenarios considered by the U.S. PIRG report, gas tax revenues could decline by 60% to 74% by 2040.

Per-mile taxes are the most prominent proposed alternative to the gas tax. While they would reduce the impact of fuel efficiency improvements on tax revenues, further decreases in miles driven would directly affect per-mile taxes.

Traffic Congestion Could Still Increase

U.S. PIRG researchers have suggested that a decrease in miles driven per person could lead to less traffic congestion, and so far this seems to be holding true. Americans spent 421 million fewer hours stuck in traffic in 2011 than they did in 2005, the year traffic congestion peaked.

It’s unclear how booming new car sales in August will affect the total number of cars on the road, which dipped in 2009 and 2010. The U.S. car and light truck fleet is currently more than 11 years old on average, so many of these purchases may be replacing older cars rather than adding cars to the fleet.

However, congestion levels do not necessarily follow total vehicle miles driven or the total number of cars on the road. If drivers shift their travel from rural to urban areas, or to more-congested highways or times of day, it’s possible for congestion to increase even as we drive fewer miles, and even if the number of cars on the road decreases or remains the same.

So How Should We Respond?

Obtain More Information About Changing Needs

In 2011, metropolitan areas grew faster than suburban areas for the first time in decades. Public transit trips are up 10% from 2005 to 2011, and continued to rise in 2012 despite widespread service reductions and fare increases. Bicycle commuting increased 39% from 2005 to 2011, and commuting on foot increased 20% from 2005 to 2009.

But predictions made during the driving boom era, which assume a continued increase in driving, are still being used to form public policy aimed to promote car-oriented development. Taking action based on these outdated predictions can be costly.

A series of toll roads built in Southern California from 1993 to 2007 were intended to relieve traffic congestion, but have struggled to attract expected levels of traffic, resulting in raised tolls and serious financial difficulty for local government agencies and their private partner companies. The situation in Portugal, which experienced a severe recession over the past two years, is even more dire. Portugal now has four times more kilometers of roadway per person than Britain, but tolls raised to provide funds for a cash-strapped government mean that many of these roadways are now going unused.

We need to gather more information about changing travel trends to inform decision-making at all levels of government. The U.S. PIRG study recommends that the National Household Travel Survey, currently done once every 5-7 years, be conducted more often, ideally once per year.

Rethink Current Policies and Spending

Once we understand our new transportation reality, we’ll need to revisit our plans for the future. There is still a large backlog of maintenance projects that must be completed to keep our existing infrastructure usable. And since congestion may increase in some areas, we may still need to expand certain roads and highways.

But as we look to the future, we must make sure that new transportation investments will meet our needs. This means reviewing currently scheduled projects, and delaying or canceling those that are no longer relevant. Car-oriented zoning laws must also be revised to allow pedestrian, bike, and transit friendly mixed-use development.

Finally, with the potential for revenues from gas taxes and per-mile taxes to keep declining, we’ll need to seriously reconsider where our transportation funding should come from.
